A Hierarchy Between Study, Prayer, and Doing Good?

At the beginning of this academic year I, unintentionally, began to answer a question that just arose for me - can one study and teach Brachot without reciting the Sh'ma everyday. My usual practice is to try pray once a day, usually at mincha (the afternoon service), which does not include the Sh'ma. This morning, reading Steinsaltz's introduction to the masechet, I'm feeling as though I'm missing some aspect of the learning by not praying.

And so I come back to some of the bigger questions of Jewish life -
Can we form a hierarchy between study, prayer (and other religious practice), and doing good in the world?
